Fast forward to 06:58 to the beginning of the show. In this podcast, Larry and Gary compare the tax act of 1894 that was ruled unconstitutional and the Tariff Act of 1913 that was repealed. A prior tax act, even one which has been repealed, still is to be considered explanatory of later acts. They examine the pattern of the 4 classes of human beings subject to the old tax acts, discuss the significance of the in lieu of feature, and clarify the specific meaning of the term individual. Listen to this show to learn a detailed history of the income tax acts during the Civil War and the Supreme Court cases that reveal the true intent of Congress with regard to the income tax. Persons/foreign persons residing in the United States and citizens abroad were taxed. Then a change occurred. Aliens/persons residing in the United States were still taxed, but with the 1866 revenue act, aliens (non-citizens) were taxed on income sourced within the United States whether they were resident in the United States as well as living abroad (from whatever source derived.)
