The second half is devoted to the importance of the definitions of very specific terms as used in statutory construction of the tax laws. Individual, person, income, wages, salaries, compensation for personal services, and United States person all have very specific meanings within the tax laws. Citing old tax acts provide the intended meaning for these terms. For example: The 1894 Tax Act describes 4 living beings. 1. persons residing in the United States; 2. persons not residing in the United States but engaged in trade or business here; 3. citizens at home; 4. citizens abroad. A ‘person’ was not a citizen of the United States. Tune in for more details.
